Máximo Pacheco and Pablo Badenier: “Is the citizen protest an effective tool to stop projects with environmental impact?2

In the last decade, there has been a significant increase in social opposition to dirty production projects. While the citizens mobilize and make the protest a tool of resistance, the business sectors accuse excessive delays in the processing of the initiatives. What variables affect the environmental evaluation times? Is the citizen protest a significant blocking factor? In this panel, we will know the experience of two authorities who were protagonists of the Committee of Ministers, key instance to solve the destiny of the projects, according to the Law 19,300 on General Bases of the Environment.
