Proyecto

Vincula is a digital platform that seeks to connect academics and researchers with decision-makers in the legislative sphere, designed, created, and maintained by the Innovation and Technology Transfer Division of the IMFD. The project is led by the Pontificia Universidad Católica de Chile together with the Universidad de Concepción, and also counts on the participation of the Senate, the Chamber of Deputies of Chile, and the Library of the National Congress.

The platform gathers, processes, and provides access to public information regarding bills through a search engine for bulletins under review in the National Congress. In addition, the system collects relevant information about academics, including their publications, from the 15 Universities that have joined this initiative. This information is processed using artificial intelligence techniques to be used by a recommender system for national researchers on a specific topic. The system handles a large amount of data, including the activity of users from each University. This information is reported to the corresponding educational institutions through real-time updated Dashboards using the Metabase software, which offers flexible, efficient, and attractively designed data visualization.
