2022 - CurrentVincula is a project developed by the IMFD's Directorate of Innovation and Technology Transfer, which seeks to promote the exchange of knowledge between universities and Congress so that the best and most diverse evidence and research knowledge available informs the law-making process.
Project
Vincula is a digital platform that seeks to connect academics and researchers with decision-makers in the legislative sphere. It was designed, created, and is maintained by the IMFD's Directorate of Innovation and Technology Transfer. The Pontifical Catholic University of Chile and the University of Concepción are leading this initiative, which also involves the Chilean Senate, the Chamber of Deputies, and the National Congress Library.
The platform collects, processes, and provides access to public information on bills through a search engine for bulletins being processed in the National Congress. In addition, the system collects relevant information from academics, including their publications, from the 15 universities participating in this initiative. This information is processed using artificial intelligence techniques to be used by a recommendation system for national researchers on a specific topic. The system handles a large amount of data, including the activity of users from each university. This information is reported to the corresponding educational institutions through dashboards updated in real time using Metabase software, which offers flexible, efficient, and attractively designed data visualization.
